A
good Construction Quality Control Program and Quality Assurance Program will go a long way to insure that the Project Owner
receives what it bargained for.
Construction contracts require the Contractor to complete
the project in accordance with the plans and specifications, and for controlling the quality of its work, and its subcontractor's
work. Unfortunately, Owner's cannot always rely on the Contractor to fulfill its quality control obligations, and a certain
amount of Owner inspection and oversight is the best way for an Owner to detect noncompliant work and make sure that it is
corrected in a timely manner.
A Construction Quality Control Program is the systematic implementation
of a program of inspections, tests and production controls to attain the required product and construction standards of quality
and to preclude problems resulting from noncompliance.
A Construction Quality Assurance Program
is the implementation of a program of oversight and monitoring of the effectiveness of the Construction Quality Control Program.
The two
programs work together to provide the Owner with the assurance that the Project is constructed in accordance with the Contract
Requirements. Some contracts require the Contractor to implement a Contractor QC Program, and some do not. Architects and
Engineers usually have a certain amount of Quality Assurance checks that they provide as part of construction administration
services.
